The cooperatives that provide the electricity distribution service will have to make some changes in the billing mode. “Certain regulatory entities resolved that the bills issued to users should only contain tariff concepts linked to the provision of public service,” says a resolution of the National Institute of Social Economy and Associations (INAES) published in the Official Gazette.

The resolution seeks to contain complaints from users of cooperatives, who often criticized that the tickets they received not only contained electricity, but also other concepts.

The Government seeks that “the associate / user must be able to individualize and pay separately the tariff for the public electric power distribution service and the price of other foreign concepts,” according to the Official Gazette.

Cooperatives must adjust their billing within a period of 30 days, as established by the official regulations.

“The billing separately avoids restrictions or cuts of the essential service due to lack or impossibility of payment of foreign concepts, thus benefiting the user without causing any injury to the concessionaire cooperative”, highlights the Official Gazette. The idea of the Executive Power is that cooperatives do not excuse themselves in their own administrative problems so as not to provide electricity distribution services to users.

In certain localities, cooperatives are authorized to provide “public services (…) such as the distribution of electrical energy to associates or users in a certain geographical area and with features of different characteristics”.

President Mauricio Macri echoed in his twitter account what was published in the Official Gazette and highlighted it as another gesture in search of transparency that benefits consumers.

TRANSPARENCY IN COOPERATIVES. We publish a resolution that establishes that the cooperatives that distribute electric power will have to bill the consumption of that service in an identified manner and separately from other concepts for which they charge their consumers per month.

It is an important measure for users. Before this decision they could suffer cuts for non-payment of concepts that were not related to the power supply. Now they will be able to pay separately the consumption and be clear about what the cooperative charges as additional

The resolution came from the consultation of a neighbor from Luján, who came a few months ago with his electricity bill to one of the trips I made in his city. Today is already in force and will soon see the changes in the way in which the cooperatives charge.

Cooperatives are supervised by INAES “and by the respective authorities only as regards compliance with the regulatory framework of the public service under their charge (Article 104 of Law No. 20,337)”.
